TL;DR

Define membership acquisition as a sequence of evidenced states. Interest, an introductory call, a signed agreement and an effective membership answer different questions. Report transitions within the same cohort and show unresolved records, so a growing interest list does not become a fictional active panel.

Decide what the report is allowed to call a member

Begin with the agreement and enrollment process. Ask operations which event makes a membership effective, where that event is recorded and how cancellations or future start dates appear. Marketing should use that definition rather than invent an easier conversion event.

A website session cannot settle the question. Google Analytics defines a session as a period of interaction and allows a user to start later sessions. Sessions therefore do not count active memberships. Google Analytics session documentation.

Keep the general discovery metric dictionary for website activity. Add the membership dictionary below to describe what happens inside the practice's actual acquisition process.

Adopt an acquisition-state dictionary

These are proposed operational definitions. Reconcile them with your workflow before use. Do not force the practice to add an introductory call or payment step it does not actually require.

State Evidence required What remains unproved
Interest recorded Approved interest form or contact record received Permission for every future campaign, eligibility or enrollment
Inquiry acknowledged Response sent through the approved process A conversation or membership decision
Introduction scheduled Accepted scheduling record Attendance or agreement
Introduction completed Staff-confirmed completed interaction A decision to join
Administrative question unresolved Named missing fact and assigned owner A rejection or enrollment
Agreement accepted Evidence of the actual required acceptance An effective start when conditions remain
Membership effective Contract-specific start conditions verified Future continuation or care utilization
Waitlist interest Recorded request under the approved waitlist process Reserved capacity or a paid active membership
Closed without enrollment Decline, withdrawal or other documented closure Why it happened unless the reason is evidenced

Permit “unknown” where the record cannot support a classification. Do not infer attendance from a calendar event or acceptance from a payment attempt. Keep invalid submissions and duplicates out of prospect totals under an agreed rule.

Keep milestone history separate from current status. An inquiry can have completed an introduction and later reached effective enrollment; those milestone totals overlap. For a current-status snapshot, assign the record its evidenced status at the cutoff rather than adding every milestone into a prospect total.

Report a cohort instead of a pile of activity

Choose the entry rule, such as the period in which a unique inquiry was received. Keep subsequent state changes attached to that cohort even when they occur later. Add a review cutoff so the reader knows how long the cohort has had to progress.

Use this report shell:

Cohort field Practice entry
Entry rule, period and cutoff ___
Unit counted: person, household or agreement ___
Inquiry source evidence and unknown sources ___
Unique inquiries received ___
Introductions scheduled and completed, separately ___
Agreements accepted and memberships effective, separately ___
Waitlist, unresolved and closed records ___
Duplicate rule and missing-state limitations ___

Do not compare a recently opened cohort with a mature cohort without explaining their different observation time. Also keep activity this period separate from outcomes of this period's new inquiries. A completed call today may belong to an earlier cohort.

Choose the repair from the missing transition

If relevant inquiries arrive but introductions are not scheduled, inspect whether people received an answer and understood the next step. If introductions occur but administrative questions remain unresolved, assign the missing answer to the right role. If agreements are accepted but starts remain future-dated, report that state explicitly rather than blaming marketing for a difference in timing.

If interest rises while the panel is closed, the campaign may be producing waitlist interest consistent with its message. That is a different deliverable from immediate enrollment. Confirm what the agency was commissioned to achieve before judging its work.

For an inquiry-to-enrollment transition rate, divide unique valid inquiry units that reached the defined effective-enrollment event by all unique valid inquiry units in that cohort. Count each inquiry unit at most once in the numerator. State the person, household or agreement unit and the event rule before calculating, and report the rate as unavailable when its denominator is empty. Report the individuals enrolled through a household inquiry separately. This arithmetic summarizes recorded progression; it does not establish that a channel caused it.

Require a usable report handoff

Ask the reporting owner to provide the dictionary, period, cutoff, source method and unresolved-state count with the dashboard. Keep person-level reconciliation in approved practice systems. The agency's summary should not need private medical narratives or identifiable membership agreements.

When the definition changes, mark the reporting break. For example, moving the active event from agreement acceptance to its effective date changes the series. Reconcile historical records only where evidence permits; do not manufacture comparability.

Frequently asked questions

Are interest-list signups a useful marketing result?

They can be useful when the stated objective is interest. Label them that way and keep them separate from effective memberships and from permission to send a particular message.

Should a household count as a member?

Choose and disclose the unit for the question being answered. A household inquiry, an agreement and the individuals covered by it may differ. Do not switch units inside a rate.

What should we do with missing outcomes?

Report them as unresolved or unknown under the dictionary. Assign reconciliation work where feasible and preserve the limitation in any decision about spending.
